The Environmental Commission of the Megalopolis (CAMe) reported that it activated Phase 1 of Environmental Contingency in the Valley of Mexico, as well as a double “no circulation today” as a measure to mitigate pollutants in the capital basin.
This is because this Wednesday a value of 106.9 and 100.2 micrograms per cubic meter of PM2.5 particles was recorded at the Nezahualcóyotl and Santiago Acahualtepec stations, respectively, located in the municipality of Nezahualcoyotl and the mayor’s office of Iztapalapa in the Northeast and Southeast Zones. of the Valley of Mexico.
“(The phase was activated) in order to reduce the population’s exposure to contaminated air and the risk of impact on their health; as well as to reduce the generation of pollutants and the probability of reaching high concentrations of particles again tomorrow,” the institution announced.
Among the measures that the authorities dictated to the population to protect their health are:

- Avoid doing civic, cultural, recreational or outdoor exercise activities at any time of the day.
- Do not smoke, especially in closed spaces.
- It is recommended to postpone scheduled sporting, cultural events or mass shows.
To reduce emissions, the authorities indicated that the following must be done:
• Facilitate and continue remote work to reduce travel.
• If you have air conditioning in your home or car, use it in “recirculation” mode, as well as keep doors and windows closed.
• To reduce the generation and exposure to particles when indoors, do not light candles or burn wood, charcoal or other materials.
• The burning of materials and waste is prohibited, including those carried out for training and qualification of personnel.
• Reduce the use of private vehicles and use public transportation services.

Double “not circulating today”
On the other hand, restrictions on circulation were implemented in the Transportation Sector for tomorrow, Thursday, January 2, 2025, so its circulation must be suspended from 5:00 a.m. to 10:00 p.m.:
1. Private use vehicles with verification hologram 2.

6. Taxis with verification hologram “2”, “1”, “0” and “00” that must stop circulating in accordance with the provisions indicated in sections 1), 2), and 3), will be subject to the restriction on circulation from 10:00 a.m. to 10:00 p.m.
Among the exempt vehicles are:
- Electric and hybrid vehicles, in addition, those that have an ecological license plate or exempt type hologram.
- Vehicles that carry a valid “00” or “0” hologram, regardless of their use, regardless of the state where they are registered, may circulate if they have stickers other than green and finish with license plates 1 and 2.
- Vehicles for private use intended in manifest and urgent circumstances, to attend to a medical emergency.
- Taxis can circulate from 5:00 a.m. to 10:00 a.m. on days when they are restricted by the Hoy No Circula Program, regardless of the hologram they carry, in order to support the mobility of the population.
- Urban service vehicles, intended to provide emergency services, medical emergencies, health, public safety, firefighters, rescue, civil protection, environmental surveillance and water supply.
- School and staff transportation vehicles that comply with current vehicle verification specifications and have the corresponding hologram and authorization.
- Vehicles intended for funeral processions and transportation of funeral services, which have a current verification hologram.
- Vehicles for people with disabilities that have the Permit to exempt the Today Not Circulating Due to Disability, the Disability Hologram, or license plate for people with disabilities according to the corresponding entity.
- Transportation of waste and hazardous materials that have the corresponding authorization, except vehicles that transport fuels (gasoline, diesel and LP gas).
- Vehicles identified with a public passenger and tourism service circulation card (vans, minibuses and buses) with a federal or local license plate, which comply with current verification provisions.
- Vehicles that transport goods or perishable products in units with refrigeration systems, as well as concrete mixing units.
- Motorcycles are exempt from Phase I.
Federal and local industry restrictions
- Fixed sources in the manufacturing industry under federal or local jurisdiction that have combustion equipment, processes or activities that generate particles will reduce 40% of their particle emissions.
- Suspend the activities of concrete plants (fixed or mobile) that do not have emissions control equipment.
- Suspend combustion activities related to the firing of brick, ceramics and foundry in artisanal kilns.
- The “Miguel Hidalgo” Refinery in Tula, Hidalgo, will not operate at more than 75% of the total process capacity, reducing the combustion capacity in direct-fired heaters and boilers in process and power plants.
- 30% reduction in fuel oil consumption at the “Francisco Pérez Ríos” Thermoelectric Power Plant in Tula, Hidalgo.
Restrictions on Services
- Suspend construction, remodeling, demolition and earth moving activities, with the exception of landfills.
- Suspend all exploitation activities of banks of stone materials.
- Suspend open-air movement of particle-generating materials in construction materials establishments (sand and gravel, among others).
- Suspend activities in establishments that use wood or charcoal as fuel and that do not have emissions control equipment.
