Enrique de Haro Maldonado, general director of the Potable Water and Sewerage System (SAPAL), said they will not request commercial banking or debt development for the construction of a water treatment plant and water supply works of the Solís Aqueduct.

“Based on the work program that we bring, indebtedness would not be necessary and if necessary, we will surely be consulting it through the City Council and the State Government,” said the manager in the dialogue with engineers, organized by the College of Civil Engineers of Mexico (CICM).

With a good planning of the works adjacent to the Solís dam, which will enter into operation in 2029: “I do not have to pay in the first year a parametric cost of the water treatment plant (and adjacent works of the Aqueduct Solís for) 1,200 billion pesos, we can distribute it through these years.”

Last week, the National Water Commission (Conagua) and the Guanajuato Water Secretariat recognized the journey of the Solís Aqueduct, which will take water to León, Celaya, Irapuato, Salamanca and Silao in Guanajuato.

Among the agreements reached between federal and state authorities “is to technify the irrigation district 011, which is stuck to the Solis dam,” said Enrique de Haro Maldonado.

Another of the signed commitments was that the Government of Claudia Sheinbauam Pardo and the Libyan government Dennise García Muñoz Ledo will pay the total investment of the Solís aqueduct, as well as each municipality corresponds to the distribution of the water assigned by Conagua, he added.

The National Water Commission estimates that an investment of 15 billion pesos is required to build the Solís aqueduct.

The project seeks to supply drinking water to 1.8 million inhabitants in the city of León for a total of 3.5 million inhabitants of the municipalities benefited.

The general director of the Potable and Sewerage System of León recalled that they annually have income for more than 3 billion pesos and the expenses are estimated at 2,300 million pesos.

The remnant obtained annually allows the Potable and Sewerage System of León to invest more than one thousand 363 million pesos in works to improve the distribution of water and reduce the loss of water.

The Potable Water and Sewerage System of León has a loss of water of 28 percent, the lowest that may be between the agency of water operators in Mexico.

The Leon water operator organ requires .85 of kilowatt hour for each cubic meter produced, it is another fact that we handle energy efficiency.

“It is the second value that we have. The first is the payroll and the second is the electricity and we are paying around 300 million pesos a year to the Federal Electricity Commission (CFE),” he recalled.

Among the strategies to save electricity is the installation of solar panels, which are used in the ignition of a treatment plant, in administrative offices and in the water tank operation.

Another is the energy cogeneration through natural gas and the use of batteries to turn off or lower the switch in the peak hours and it is some economy, said Enrique de Haro Maldonado.

“The energy saving is not so representative with respect to the 300 million pesos (paid by the Federal Electricity Commission), but for something it begins,” concluded General Director of the Potable Water and Sewerage System of León.
