Plans for a large-scale development near the Southern Dallas campus of the University of North Texas at Dallas won a $23.5 million economic development grant from the City of Dallas.
Russell Glen Company, led by Terrence Maiden, is behind the $47 million mixed-use development planned for a 90-acre tract at University Hills Boulevard and Camp Wisdom Road, the Dallas Business Journal reported.
The project, called the Rivulet, calls for 300 single-family homes, 240 apartments and 20 acres of future retail — a program city officials hope will help fill longtime gaps in attainable housing and essential services.
A grocery store and a public library are among the possible tenants, signaling the city’s intent to use the grant to catalyze private investment in South Oak Cliff.
The deal requires Russell Glen to execute a formal grant agreement by the end of next year, start site work by late 2028, and invest at least $30 million by 2029.
City funds are earmarked for the infrastructure that has historically held back development in this part of Dallas: roadway upgrades, utilities and site prep that can make or break a project of this scale. Construction is expected to begin next year, with Republic Property Group serving as construction manager.
Russell Glen acquired the property in 2022 from the late Pettis Norman, the former Dallas Cowboys tight end whose business and civic work made him a prominent figure in Southern Dallas.
Maiden said the team approached the design “methodically” to reflect Norman’s vision and deliver “high-quality residences that remain attainable,” positioning Rivulet as a catalyst for the city’s Education Corridor surrounding UNT Dallas.
Phase one will focus on 70 acres, setting up pad sites for housing and early trail connections to the city’s network. Phase two turns to the commercial component, where securing a grocer is a priority — a familiar hurdle in neighborhoods that have struggled to attract full-service supermarkets.
Founded in 2019, Russell Glen has roughly $450 million in projects completed or underway, including its partnership in the Shops at RedBird, the high-profile remake of the former Red Bird Mall into a mixed-use hub.
