Mexican Clubs of Second Division filed a lawsuit before the Sports Arbitration Court (TAS) against the Mexican Football Federation (FMF) and the 18 teams of the MX First Division League, demanding the restoration of the ascent and descent system.
In 2020 the clubs of the two superior divisions of Mexico and the FMF agreed to a six-seasons of the system of promotions and descents, in order to help stabilize the teams after the economic impact of the Covid-19 pandemic.
Eleven Clubs of the MX Expansion League now demand that the agreement is fulfilled reinstating the promotion in the 2025-26 season, as they consider that the FMF and some clubs of the MX League press so that the suspension is permanent, maintaining a closed league model similar to that of the Major League Soccer.

“Due to the total silence of the FMF, and taking into account that there are a few months left for the start of the new season, the appellant clubs highlight the urgency of obtaining an answer to be able to plan investments, infrastructure (projects), acquisitions (players) and negotiations of retransmission rights for next season,” says the demand.
“It is essential to request that the FMF begin to process all the legal documents and secondary norms that are necessary to facilitate the return to the previous system of promotions and descents.”
Clubs, represented by the Brazilian deporting law firm Carlezzo Advogados, have also expressed concern about multipropriety, since four groups have two clubs each in the MX League.
Tensions in Mexican football climbed earlier this month when the TAS rejected the appeal of the León Club after the team was eliminated from the Club World Cup due to an infraction of property standards, since both that institution and Pachuca are owned by Jesús Martínez.

The FMF said later on Tuesday that it had not been notified of any procedure against it by the TAS.
“In case of being notified, we will present our position before the corresponding instances,” the entity added in a statement.
The TAS is expected to issue a failure on the case at the end of 2025. Mexico will house next year’s World Cup together with the United States and Canada.
