After two weeks of the beginning of the unpublished judicial campaigns of Mexico, there are already more than a dozen candidates accused by civil organizations of having links with drug trafficking, murders or criminals, which shows the risks of choosing by popular vote to judges, denounce several NGOs defenders of civil rights.

Before the election of June 1, the Defensorxs group documented 13 “Candidates related to organized crime, sexual crimes, political-religious sects and other irregularities” at the site ‘Justice in the sight’, where Silvia Rocío Delgado, former chapter of the Joaquín Capo ‘El Chapo’ Guzmán Loera.

Delgado, candidate for local criminal judge in the state of Chihuahua, was integrated into the ‘Chapo’ defense team in 2016, when “his role was to serve as a direct link with Guzmán Loera, reviewing filed amparos and keeping him informed about his legal situation,” according to the association.

Francisco Herrera Franco, candidate for Federal Criminal Judge of Michoacán, also stands out, where he is accused of agreements with criminals, he was nicknamed “The Prosecutor of Terror” when he held such a position (2020-2022) and is indicated for possible involvement in the murder of journalists Roberto Toledo and Armando Linares in 2022.

“We cannot allow those who have serious accusations of corruption, violence and complicity with organized crime try to be now the main responsible for the delivery of justice,” denounced the group and seven others in a pronouncement.

Justice wrapped in controversy

The controversy climbed this week because Nicollino Cangiamilla, candidate for magistrate in Sonora, state of the Northwest, denounced before the National Electoral Institute (INE) to the collective or a more Hermosillo, which accuses him of negligence as director of the local prison system, where the young Paula Josette died during an irregular conjugal visit.

Briseida Arizona Velarde, the victim’s mother, lamented in an interview with Efe that the INE, in charge of organizing the first popular elections of judges, magistrates and the supreme court, allowed the candidacy of the former official, accused of omissions in the security protocols of this and other cases.

“It is a mockery, many candidates breach minimal profiles of the profile to the position they aspire, in previous functions they violated human rights, there were omissions, negligence, they did not act according to their public responsibility, it is unfortunate that due to ignorance we will vote, without knowing the candidates,” said the mother.

Not a more Hermosillo denounced the alleged omissions of Cangiamilla, who was in charge of the Sonora prisons until his removal in 2024, when Paula Josette died in a penalty at age 23, allegedly for a heart attack, although a subsequent expertise indicated signs of violence and eight former officials were arrested.

The candidate Nicollino denounced the collective against the INE to demand that he identify all activists and stop evidencing it.

“The groups raised the voice, many applicants do not meet requirements for their history and the INE, before authorizing candidacies, they should investigate the trajectory of applicants,” said Arizona Velarde.

A member of the collective, who preferred anonymity, denounced that a woman was “harassed in official documents taken to her house where the INE demands the names and addresses of feminist.”

“They should not pursue activists who seek a change in the state, but to persecute criminals looking for another position, when they breached their responsibilities,” he told Efe.

The protest joined more than 20 groups that warn that they will not shut up or allow the former official to reach the magistrate.

Almost 100 million voters can choose on June 1 881 federal positions between 3,422 candidacies, including the Supreme Court, after a constitutional reform promulgated in September by the then president, Andrés Manuel López Obrador (2018-2024).

When campaigns began, on March 30, current president Claudia Sheinbaum said that “Mexico will be the most democratic country in the world” because she will vote for the three powers, but the opposition warned that they will allow the interference of the Executive and organized crime in justice.
