The Ministry of Economy estimated that if the number of national patents is multiplied by four or five, Mexico’s gross domestic product (GDP) would rise by 0.5 percentage points, but that also implies that patents have an economic impact and that the procedures to make your registration easier.
During his participation in the delivery of the IMPI Award for Mexican Innovation 2024, the Secretary of Economy, Marcelo Ebrard, reflected on why Mexico is not a rich country if it has an important demographic, geographical location, industrial complexity, very important advances in many subjects and a very high educational average. The answer is that there was the idea of buying everything from somewhere else.
“There are several reasons that are pointed out there, but one of the most important ones that Dr. Sheinbaum has highlighted to us is to abandon the idea that we cannot develop our own technology or that we cannot contribute in an important way to technological development and generate value through science. and technology,” he noted.
The official recalled that at some point it was said that there was no point in developing technology in Mexico if someone else could develop it more cheaply; Consequently, now it is not only an issue of how we think, how we see the development of the country, it has to do with our security and our wealth.
“The point is to start rewarding, promoting, expanding and strengthening our ability to generate our own ideas. Technological developments, whether these are patents, utility models, industrial design, inventions in support of Mexican agroindustry, or inventions that have an important impact on social matters…(..)…have to do with the development of our country”, said.
In this regard, the general director of the Mexican Institute of Industrial Property (IMPI), Santiago Nieto, reported that he received from Dr. Claudia Sheinbaum and the Secretary of Economy, Marcelo Ebrard, the instruction to make a change in policies to increase the number of patents and from there generate technological innovation.
In response, he explained that it is necessary to make a modification to the regulations to avoid or reduce the 18 months between the formal and substantive examination because that harms inventors; In addition, it is also important to increase the number of examiners to reduce time.
Santiago Nieto added that an advisory council is in the process of being established that includes scientists, businessmen, academics and public officials, with the aim of working together on a policy that allows increasing patents and commercializing them, carrying out a technology transfer process that involves technological development and economic development of Mexico.
“We are going to continue with the advisory council, with bilateral meetings with research centers, the objective is to increase patents and, above all, market them; That is, being able to ensure that the innovation and technology of Mexicans translates into an improvement in the economy of our country.
“For this reason, we are also in a process of reviewing the patent procedure; we cannot maintain this pace of almost 5 years for the granting of a patent when China does it in one year and three months. We must change the regulations, we must change the approach and we must generate a greater number of people who can become examiners in order to have better results in a better time,” he concluded.
