EU wants a broader agreement on minerals with Ukraine

The Trump government has proposed a new broader mineral agreement with Ukraine, according to three people close to the current negotiations and a summary of a proposal draft.

The United States reviewed its original proposal, the sources said, and does not offer Ukraine security guarantees in the future, but requires that it contribute to a joint investment fund with all income from the use of natural resources managed by state and private companies throughout the Ukrainian territory.

The terms raised by Washington go far beyond the agreement discussed in the days prior to the controversial meeting in the Oval Office last month between the US president, Donald Trump, and the Ukrainian president, Volodimir Zelenski. The secretary of the Treasury, Scott Besent, has been leading negotiations in the United States, said one of the sources.

The proposal does not mention that the United States is made with the property of Ukraine nuclear power plants, according to the summary, something Trump had spoken.

Trump has said that an agreement on minerals will help guarantee a peace agreement by giving the United States a financial participation in the future of Ukraine. He also sees it as a way to recover part of the tens of billions of dollars that he has given Ukraine to financial and military aid since Russia invaded the country three years ago.

Zelesnki ensures that EU constantly changes terms of mineral agreement

The National Security Council spokesman James Hewitt declined to confirm the terms of the last proposal, but said the agreement would reinforce the relationship between the United States and Ukraine.

“The agreement on minerals offers Ukraine the opportunity to establish a lasting economic relationship with the United States that is the basis of long -term security and peace,” said Hewitt.

An earlier version of the agreement proposed a joint investment fund in which Ukraine would contribute 50% of income from future benefits of the extraction of state -owned natural resources.

It also established that the United States and Ukraine would jointly exploit the country’s mineral resources. Zelenski told the press on Tuesday that the United States had proposed a new “important” agreement and that Ukrainian responsible were still reviewing their terms.

Zelenski said Thursday that the United States is changing “constantly” the terms of the proposed agreement, but added that he did not want Washington to think kyiv was against the agreement.
