The European Union (EU) and France announced on Monday incentives worth 500 million euros to attract scientists to the continent, seeking to take advantage of the federal fund cuts from the president of the United States, Donald Trump, and their clashes with the main universities.

“We call on researchers around the world to join and accompany us (…) If you love freedom, come and help us to remain free,” said French president Emmanuel Macron, at the University of La Sorbonne in Paris with the president of the European Commission, Ursula von der Leyen.

The money will finance research projects and help universities cover the cost of bringing foreign scientists to help them direct them, authorities said.

Von der Leyen announced the incentive package of 500 million euros (566.6 million dollars) and said that it also wants EU Member States to invest 3% of the Gross Domestic Product in Research and Development by 2030.

Macron promised 100 million by France, although it was not clear if they add to the EU commitment.
