The formal employment record in the IMSS in the first nine months of the year totaled 333,303 positions, the lowest record for a similar period since 2020, despite the incorporation of working people on digital platforms, according to an analysis by the Base financial group.

“The above is worrying, because despite the positive effect of the digital platform pilot program, the jobs data continues to show a significant deterioration so far in 2025, being the worst performance since years in which the economy went through economic recessions,” he indicated.

If the jobs associated with the digital platform pilot program (125,757) are omitted, formal employment so far this year would accumulate growth of only 207,546 positions.

The IMSS reported this Wednesday that formal employment in September totaled 116,765 positions, and the entire universe reached 22 million 571,682 positions, of which 87% were permanent.

The institution reported that in the third month of the mandatory pilot test of digital platforms, there were 1,62,958 people benefiting from the program, but only 125,757 exceeded the monthly net income threshold necessary for them to be considered jobs.

These jobs had access to all IMSS insurance (Illnesses and Maternity; Occupational Risks; Disability and Life; Retirement, Unemployment in Advanced Age and Old Age; Day Care and Social Benefits).

Beneficiaries who did not exceed this monthly net income threshold were discharged and were covered with Occupational Risk insurance that protects them in the event of accidents en route or illness during the performance of the service provided, which provides the right to payment of 100% of their registered salary for the duration of the disability, in addition to medical, surgical, pharmaceutical and hospital care.

Base added that those 125,757 that exceeded the income threshold were below the 133,178 positions as of August, that is, in September the jobs associated with the program fell by 7,421.

“Thus, of the 246,016 jobs created in the third quarter, 51.12% are explained by the pilot program,” he stated.

Banamex forecast that employment registered in the IMSS will remain relatively stagnant, to average 0.5% growth in 2025, approximately 100,000 more workers than in 2024.

Pattern record lasts 17 months with falls

In the accumulated to September, the IMSS reported one million 39,227 employer registrations, a drop of 2.4% at the annual rate.

“The above is mainly explained by the implementation of security measures in the opening of employer records of natural persons,” the IMSS justified in a statement.

Base detailed that in September alone there was a drop of 124 employer registrations compared to the previous month, and a reduction of 25,318 compared to the same month last year.

The firm added that the total number of employers has had reductions at a monthly rate for 17 consecutive months, a situation never seen before, since the longest streak had been four months, from November 2008 to February 2009.
