The former mayor of Chinameca, Veracruz, Lázaro Francisco Luría, was murdered after being kidnapped, as confirmed by EFE security sources.

According to police reports, the former mayor was identified this Thursday, after his body was found yesterday near a state highway that connects the municipalities of Oteapan with Zaragoza, in Veracruz.

The Veracruz Prosecutor’s Office reported the opening of an investigation into the case to determine the causes of the homicide and identify those responsible.

Versions indicate that the former official, who was retired from political life, had been kidnapped and his family was negotiating a ransom when he was murdered.

Lázaro Francisco Luría, was mayor from 2012 to 2013 of the Chinameca municipality, championed by the National Action Party (PAN).

In 2012, Luría, who was the substitute mayor, assumed the municipal presidency after the arrest of the acting mayor, Martín Padua Zúñiga, along with members of a criminal cell belonging to the Los Zetas Cartel, one of the most violent drug trafficking organizations in the country.

The deputy mayor served in office for a year and a half, and then retired from political life.

Added to this crime was the shooting murder this same day of the citizen representative at the municipal level of the town of San Juan Cacahuatepec, Oaxaca, Guadalupe Urban, which occurred in the middle of the street when she was leaving her home.

It also joins the murder of Israel Ramírez Peralta, municipal agent of Santa Catarina Juquila, in the community of San Marcos Zacatepec, Oaxaca, which occurred three days earlier.

Furthermore, it happens a few days after the murder of the mayor of Uruapan, Carlos Manzo, on Saturday night after a public event for the Day of the Dead, a case that shocked the country, where protests and clashes have been recorded between protesters and police forces.

So far in 2025, there have been at least 56 murders of political actors in Mexico, according to a count by the civil organization Causa en Común.

According to state records and reports, since October 1, when Claudia Sheinbaum assumed the presidency of Mexico, and until November 3, at least 10 mayors or municipal presidents have been murdered in the country.
