The resources proposed for Pemex in 2025 amount to 464,255.2 million pesos, 3.6% (17,209 million pesos) less in nominal terms than the amount approved for 2024, of 481,464.3 million pesos, or 7.5% in real terms.
Of the total resources allocated to public companies, 54% correspond to Pemex and 46% to CFE, according to the General Criteria of Economic Policy 2025 published this Friday.

According to the proposal presented by the Treasury to Congress, the resources for Pemex will be allocated to:
- The refining, transformation, transportation, storage, distribution, sale, export and import of oil and hydrocarbons and the products obtained from their refining or processing and their waste, and the provision of services related to said activities.
- Gas processing and industrial and commercial petrochemical activities.
- The development and execution of engineering projects, research, geological and geophysical activities. Supervision, provision of services to third parties and all those related to exploration, extraction and other activities that are part of its purpose, at market prices.
- The research, development and implementation of energy sources other than those derived from hydrocarbons that allow it to fulfill its purpose, as well as the generation and commercialization of electrical energy in accordance with the applicable provisions.
- The technological research and development required for the activities carried out in the oil, petrochemical and chemical industries, the commercialization of technological products and services resulting from research, as well as the training of highly specialized human resources.
- The use and administration of real estate, industrial property and the technology available.
- The marketing of self-manufactured products through the corresponding networks, as well as the provision of services linked to their consumption or use.
- The acquisition, holding or participation in the shareholding composition of companies with a similar purpose, analogous or compatible with its own purpose.
