The Mexican Institute for Competitiveness (IMCO) warned that the disappearance of autonomous organizations implies risks for Mexico’s competitiveness, since it is necessary to guarantee the autonomy of the regulatory, evaluative and transparency functions.
In the document “Disappearance of autonomous bodies”, the analysis center indicated that this week the discussion and, where appropriate, approval of the reform that seeks to eliminate seven autonomous bodies and transfer their functions to dependencies will take place.
He explained that although in theory the tasks are maintained, it is necessary that the new administrative structure guarantee the autonomy of decisions that, by their nature, must be technical and independent of the agenda and interests of the Executive Branch.
The IMCO assured that generating, attracting and retaining talent and investment is not possible without an institutional structure that seeks legal certainty and guarantees the impartiality of the government’s surveillance and regulation decisions.
The organization proposed to guarantee the technical, operational and management autonomy of the deconcentrated, decentralized bodies or administrative units – as the case may be -, establishing in detail the type of autonomy of each one in the subsequent modification of the corresponding laws.
Likewise, establish a legislative control mechanism that requires the appearance of the heads of the units or institutions that absorb the functions, in order to monitor the progress of the administrative change and an evaluation of the performance of their functions to ensure independence. of their decisions.

He also proposed designing a protocol so that the transfer of institutional capabilities (human resources, knowledge, technologies, methodologies, systems) from the defunct bodies to the institutions is successful. For this, it is necessary to consider specific strategies for integrating work teams, as well as training and intra-institutional coordination.
In addition, he proposed maintaining the perspective of collegiate decision-making, which today is held through government bodies, in order to avoid the concentration of interests and implement specific manuals for the management of records, registers, platforms and electronic systems that will pass to form part of the Federal Executive and the Inegi.
Finally, include within the Monitoring Commission for the Implementation and Review of the USMCA in the Senate a team in charge of monitoring possible non-compliance with the treaty derived from this administrative reform both in the design and in the implementation of the changes.
