Business Chambers of five sectors supported the Initiative to reform customs law presented by President Claudia Sheinbaum, as part of the 2026 economic package.

The proposal includes the demands and contributions of the productive sectors affected by the bad practices in foreign trade, and represents a firm and responsible response to guarantee a fair, legal and competitive trade, they said in a statement.

The document was issued on Monday by the National Chamber of the Sugar and Alcoholic Industries, the National Chamber of the Iron and Steel Industry, the National Chamber of the Textile Industry, the National Chamber of the Dress Industry and the Chamber of the Footwear Industry of the State of Guanajuato.

They indicated that the commercial opening with clear rules and controls has been key to the economic growth of Mexico, and that the country’s participation in international trade under the rules of the World Trade Organization and free trade agreements only create benefits when there is order, transparency, legality and market balances.

“Therefore, we consider having a modern legal framework that provides the authority of effective tools to combat evasion, smuggling and illegal practices that damage the treasury, investment and formal employment,” they said.

They affirmed that the reform of customs law strengthens the guarantee mechanisms for a fair and competitive market, and aligns with the axes of the Mexico Plan.

They added that the exclusion of the sensitive sectors of the strategic control enclosures is an example of the government’s commitment to the defense of national production and formal employment.

“The signatory industries generate millions of jobs and give certainty to investment, holding the entry of millions of Mexican families,” they said.

They argued that the reform strengthens the legal framework, gives tools to the customs authority, protects the national industry and supports those who build a stronger and more competitive country.

“We make a respectful call to legislators in the Congress of the Union to consider these premises and provide their support for reform during their legislative process,” they said.

Commission approves opinion

The Public Credit Commission of the Chamber of Deputies approved on Monday the opinion with a draft decree to reform various provisions of the Customs Law, in accordance with a report from the Quadratín Mexico news agency.

The opinion was endorsed with 31 votes in favor, 12 against and without abstentions, and will be sent to the Board of Directors for its legislative program.

The president of the commission, Carol Antonio Altamirano, stressed that the opinion has as its main objective to combat corruption and tax evasion, while seeking to improve the operational efficiency of customs.

The reform modifies 65 articles, 44 are added and nine will be repealed.

Among the main modifications, a extendable validity of agents and authorizations of customs agencies is established, as well as new requirements to be a customs agent.

These requirements include not being a public servant, presenting the patrimonial evolution and verifying compliance with the relevant regulations by importers and exporters.

In addition, the exclusive responsibility for agents is suppressed and causes of suspension are introduced.
