Legacy, CD Group Propose Resi Complex Near Florida City

Legacy Residential Group and CD Group want to develop a 309-unit workforce townhouse complex near Florida City. 

The developers propose Legacy Villas at Palm Drive on a 50.5-acre site on the southeast corner of Southwest 344th Street and Southwest 199th Avenue in unincorporated Miami-Dade County, according to an application filed to the county late last month. 

Legacy Residential and CD are asking Miami-Dade officials to tweak previous project approvals for 309 apartments to allow for the units to be townhouses. 

The developers, through an affiliate, bought the site for $6.3 million in 2021, records show. 

The majority of Legacy Villas townhouses would be for households earning up to 120 percent of the area median income, and 10 percent of the units will be for households earning from 60 percent to 140 percent of the AMI, according to the application. Of the 10 percent of units, half will be specifically for households earning up to 110 percent of the AMI. 

Miami-Dade’s AMI is $74,700 annually, though that’s expected to be updated this spring. 

The project isn’t Legacy and CD’s first bet in south Miami-Dade. Last year, the Miami-based firms and Miami Lakes-based Fenix Contractors filed a proposal for a 630-unit multifamily complex with 14 three-story and four-story buildings on the southeast corner of Southwest 252nd Street and Southwest 145th Avenue in the Princeton neighborhood

Legacy is led by founder Tom Cabrerizo. CD is led by Mauricio Cayon. 

South Miami-Dade, consisting of the municipalities of Florida City and Homestead, as well as the Princeton, Naranja, Leisure City and Goulds neighborhoods, offers large swatches of land at discounted prices compared to the urban core. Developers have seized on the opportunity by scooping up sites and filing project proposals. 

Homebuilder Lennar wants to build a complex with 105 single-family homes between Southwest 272nd and Southwest 276th streets, east of Southwest 159th Avenue. Also, Coral Rock Development Group plans the 342-unit mixed-income Card Sound Key Apartments on the southwest corner of Krome Avenue and South Dixie Highway in Florida City.
