There will be a collection of 10 billion pesos to eliminate the deduction of the contributions of the banks to the Savings Protection Bank Fund (Fobaproa), now IPAB, said Antonio Martínez Dagnino, head of the Tax Administration Service (SAT).
“It is established that the fees paid by the banks destined to cover the financial sanitation of the bank rescue are not deductible, not being linked to the business activity, for that reason that this decision is made and the approximate calculation that is available is 10 billion pesos per year,” said the official during the press conference where they gave details of the economic package 2026.
The Expenditure Budget of the 2026 Federation, which was delivered by Edgar Amador Zamora, Secretary of Finance and Public Credit (SHCP), to the Chamber of Deputies and the Senate of the Republic proposes to establish that three quarters of the fees paid to the IPAB are not deductible by the institutions of multiple banking.
The official revealed that he has been in conversations with the commercial bank from the announcement of said measure by President Claudia Sheinbaum a few days ago.
“It is very clear to the sector, analysts and fiscalists that we are making a homologation regarding other jurisdictions,” said the economist.
He added that in most jurisdictions in the United States and Canada are not deductible from the taxable base, so the elimination of the deductibility of the quotas paid by the banks destined for the fobaproa is a harmonization with respect to international standards.
“We are sure that they will be within the forecasts such as most of the Mexican banks is an international bank that has recurring fiscal laws in the countries where it operates,” said the Secretary of the Treasury.
On September 5, 2026, Sheinbaum reported that banks may no longer deduce the contributions made to the Institute for Bank Savings Protection (IPAB).
The measure, included in the 2026 Economic Package, seeks to end a fiscal benefit inherited from the Banking Rescue of the Fobaproa.
“That debt, which was private and became public debt, there is a small part that banks contribute. They will not believe it: it is deduced from taxes. They did understand me? The vast majority of the contribution to the IPAB comes from the town of Mexico,” he said that day.
“They will no longer deduce it from next year. That is part of the package that we are going to present on Monday. On Tuesday the Secretary of the Treasury, Édgar Amador, will give the details,” said the president.
