The Mexican Social Security Institute for Welfare (IMSS-Bienestar) plans to grant 50 million general consultations in 2025, a 27% drop compared to the best level of care recorded in 2016, according to civil society organizations.

“It was proposed that, by 2025, the IMSS-Bienestar will grant 50 million general consultations, 5 million specialty consultations and one million surgeries. However, such figures do not represent an improvement in the level of attention granted to the population without formal social security, since they are below previous years,” they said in a statement published on Tuesday.

They detailed that these attention indicators have gradually decreased since its maximum registered in 2016, when the former Popular Security granted 90.1 million consultations.

They specified that if the attention is centered only on the 23 entities that are now signed to IMSS-Bienestar, that year they received 68 million consultations.

They recalled that in the presentation of goals 2025, on May 13, it was not clear if the projected figures contemplate only those 23 states or the entire country.

“In any case, the figure of 50 million general consultations of the IMSS-white estimated by 2025 is 27% lower than the best level reached in 2016 in the subscribed states. If that goal is raised for the entire country, the setback would be even greater: 45%,” they said.

The signatory NGOs-Mexican Association of the Fight against Cancer, Mexican Association of Psychology and Community Development, Founding: Analysis and Research Center, Mexico evaluates, and a network together against cancer-clarified that the IMSS-Bienestar is responsible for financing the free health benefit in the country.

The difference between unwilling entities and the squeeze is that the former still autonomously manage federal health resources, and the latter have yielded responsibility for the Federation.

Therefore, current goals show an important setback, even without all the states of the country.

The organizations warned that in the official website of the institution it is not possible to know the number of people served, type of attention granted, place of attention, number of hospital expenses, among other important data: “This lack of transparency will prevent the correct evaluation of the sets raised.”

They also asked to coordinate the care goals between the entities not subscribed to the IMSS-shine and inform about their fulfillment.

“The signatory civil society organizations (…) express our concern both for the lack of context of the figures presented, and for the absence of key information on consultations and other IMSS-Bienestar performance indicators. Before this panorama, we make an urgent call to the authorities of the IMSS-Bienestar and the Federal Government to rectify the current route,” they concluded.
