The Stop Kidnapping association reported that during the first year of President Claudia Sheinbaum’s government, 2,066 cases of kidnapping were registered, an increase of 5.5% compared to the first 12 months of her predecessor’s administration, Andrés Manuel López Obrador (2018-2024).
“From October 1, 2024 to September 30, 2025, 2,066 cases of kidnapping were registered in Mexico, with 3,188 victims. This represents an increase of 5.5% compared to the first year of former President Andrés Manuel López Obrador, where 1,958 cases were registered,” the organization said in a statement.
In September 2025 alone, a total of 136 kidnappings and 235 victims were recorded, although official figures only record 78 victims of this crime.
Of the total crimes that occurred last month, three were against migrants, two of them in Chihuahua with a total of 23 victims and one in Chiapas with 16 kidnapped.
Regarding mass kidnappings, six cases were recorded with 35 victims, in Baja California (two cases with 10 victims), Oaxaca (one case with four victims), Quintana Roo (one case with six victims), Tabasco (one case with seven victims) and Tlaxcala (one case with eight victims).
Likewise, the organization specified that from October 1, 2024 to September 30, 2025, the municipalities with the highest incidence of this crime nationwide were Culiacán, Sinaloa, with 790 kidnappings, followed by Ciudad Juárez, Chihuahua (96), Poza Rica, Veracruz (27), Tijuana, Baja California (26) and Mazatlán, Sinaloa (24).
While the states where the most kidnappings were recorded were Sinaloa (855), Veracruz (130), Chihuahua (125), State of Mexico (82) and Sonora (77) and only in Coahuila, Querétaro, Durango and Yucatán none were recorded.
