The Government of Samuel García has undertaken a strategy by creating the first Ministry of Environment in the history of Nuevo León, one of the most important industrial capitals on the continent.
With this, it has raised environmental rights to constitutional rank, has promoted sustainable public transport with 100% electric and low emissions vehicles, has cleaned tons of garbage in natural areas, and planted more than 800,000 trees, with the goal of reaching one million.
After historical droughts in 2022 and the multiple fires caused in 2025, the government took a decisive step with the new environmental division. A unique integral model that has the mission of guaranteeing a healthy environment that improves the quality of life of citizens.
The division is made up of ten state agencies, each with specific powers. Together, they operate under the coordination of the Ministry of Environment to protect the flora, fauna and natural areas, sanction those who put them at risk and attend ecological emergencies:
- Environmental Attorney’s Office: Punishes environmental crimes, from burning garbage or mistreat
- Out of the norm.
- New Civil Force: Watches and protects the environment and arrest to those who damage it.
- Civil Protection: It addresses and prevents emergencies, such as fires and spills.
- Air quality agency: regulates industry emissions, stony and refineries.
- Renewable Energy Agency: Promotes sustainable projects to reduce the issuance of pollutants.
- Parks and wild lives: protects the flora and fauna, monitoring and relocating species at risk or have been trafficked.
- Institute of Mobility and Accessibility of Nuevo León: promotes sustainable transport, in addition to sanctioning and removing polluting vehicles, such as load units that circulate outside the permitted schedule or areas.
- Water and drainage of Monterrey: detects and avoids illegal discharges in bodies
- water.
- Comprehensive system for ecological management and waste processing: guarantees proper waste management.
- Urban Development Trust: performs urban cleaning and in contaminated areas.
- The division has more than 1,000 operating elements and 200 vehicles, with the possibility of expanding to improve the scope and efficiency.
With a firm policy of zero tolerance and zero impunity, the state government is seeking to increase the sanctions to people and companies that commit environmental crimes. This 2025, the Government presented an initiative to the State Congress to raise sentences up to 15 years in prison for provoking fires and, in coordination with federal authorities, the Ministry of Environment closed the national zinc company, after detecting pollution levels far higher than the norm. This included the obligation to implement a repair plan and adds to many other sanctions against industries and stones that have violated state regulations.
With the new environmental division, Nuevo León marks a precedent and recognizes care for the environment as an investment in public health, the progress and quality of life of its citizens. Thus, it continues to promote economic development, but not at the expense of nature.
