The electoral observation mission of the Organization of American States (MOE/OAS) warned on Tuesday about the low citizen participation in the judicial elections, which estimated in “approximately” 12%, one of the lower levels for an electoral process in the region ”.
“In addition, there was a high number of null and not marked votes,” added the mission in a statement, referring to the unpublished process in which for the first time more than 800 positions of the Judiciary were subjected to direct election.
In spite of this, the OAS stressed that the election day was carried out “with tranquility” and recognized the work of the Casilla and the National Electoral Institute (INE).
“The mission is maintained in the field and will continue to follow up on the progress of the scrutiny in the district councils (…) observed that the vote was carried out with peace of mind and recognizes the work of the members of the boxes (voting centers) and of the electoral officials, who participated in a specially complex choice,” said the organization.

Headed by former Chilean former Chancellor Heraldo Muñoz, the mission said that next Friday will present a preliminary report with the “most relevant findings” of the process, in addition to recommendations.
This analysis, in charge of 16 specialists from 10 nationalities, will address aspects such as the electoral organization, technology, evaluation process and selection of judicial candidates, electoral justice and the participation of women.
“In addition, it will refer to the situations faced in the instances prior to the election, such as the approval of the reform, the act of the evaluation committees, and the absence in the current regulatory framework of specific and uniform provisions that regulate the stage of evaluation of the candidacies,” the document explained.
They also advanced that their evaluation takes into account that it was an abbreviated process, “in a complex context, marked by political polarization and high litigation.”
Since their arrival in Mexico on May 24, OAS observers have held meetings with INE and Electoral Court officials (TEPJF), as well as legislators, prosecutors, evaluation committees and civil society organizations.

These elections derive from the constitutional reform approved in September 2024, which established the popular vote as a mechanism to designate judges, magistrates and ministers of the Court. It is the first time that the OAS observes a choice of the Federal Judiciary and represents the eighth electoral mission that it performs in the country.
