Oxbow Wins Approval for Apartments in San Antonio’s Hemisfair

Oxbow Development Group is branching out beyond the Pearl district with a massive mixed-use campus that would be adjacent to some of the Project Marvel plans. 

The firm behind San Antonio’s landmark Pearl redevelopment received final approval to kick off construction on its first major project outside Tobin Hill in Southtown, the San Antonio Express-News reported. 

The city’s Historic and Design Review Commission gave Oxbow the greenlight Oct. 14 for “Southtown Aldea,” a mixed-use complex planned across East César E. Chávez Boulevard from Hemisfair.

The project spans 4.7 acres at Lavaca and Matagorda streets, where Oxbow will demolish several small buildings to make way for 275 apartments, 40,000 square feet of retail and restaurant space and a parking garage. The six-story buildings will be arranged around tree-lined courtyards and pedestrian paths meant to echo the area’s eclectic, walkable character, according to the filings.

The development marks Oxbow’s first foray beyond its signature Pearl campus, where it turned a defunct brewery into one of the city’s most prominent mixed-use districts. 

Construction is expected to wrap in 2027 or 2028.

Oxbow’s plan includes relocating the historic Muench-Pollock House, a late-19th-century home sitting on the west side of Matagorda Street. Built in the 1890s and later owned by the San Antonio Independent School District, the structure will be deconstructed and moved to the corner of Matagorda and Lavaca pending further approval.

The project lands amid a broader city-led transformation of the area. 

San Antonio officials are advancing plans for a sports and entertainment district anchored by a new Spurs arena at the former Institute of Texan Cultures. The proposed district would also include an expanded convention center, a renovated Alamodome, a second convention center hotel and a pedestrian land bridge linking the dome to downtown.

Nearby, Zachry Hospitality is nearing completion of the 17-story, 200-room Monarch San Antonio hotel, slated to open in March 2026. 

Other private projects in the Hemisfair area have been delayed, including a mixed-use development now controlled by GrayStreet Partners, which is set to deliver retail and parking by 2027 and apartments by 2030.
