The law that governs the registration of ships of Panama, one of the largest in the world with more than 8,800 ships, will be reformed as part of a modernization process that includes 100% digitize its procedures, announced on Friday the president of the country, José Raúl Mulino, in Japan, which is the main client of the Panamanian merchant navy.

The Merchant Marine of Panama is made up of 8,810 ships representing 241.1 million gross record tonnage (TRB), or 14% of the world fleet, according to the latest World Fleet Registry Monitor of the Clarksons Research platform, as indicated by the official Panamanian information.

41% of the Japanese merchant navy is under Panamanian flag and represents about 32% of the Panama ship record.

In a meeting with the Association of Armters of Japan, Mulino announced that his government works in a reform of the Law of the Registry of Panama ships in order to “facilitate the service to its customers, especially to Japan, being the main one”.

“That is why we need to hear from you the recommendations of what we can do to improve the service,” Mulino told Japanese shipowners, according to a statement from the presidency.

The director of the Merchant Marine of Panama, Ramón Franco, said for his part that the Central American country values ​​“much support and trust of Japan”, and explained that the Panamanian ship registration “bets on the principles of international security and environmental protection”.

In another meeting, this time with more than 40 representatives of shipping companies in the Japanese region of Kanto, Mulino presented the new strategy of the Panama ship registration that includes “100% digitalization of all its procedures.”

“Panama has a renewed vision of ‘quantity’ quality ‘, which is summarized at the following points: safer float and a significant reduction in accidents, 100% digital and agile processes; newer ships, active policy to eliminate high -risk ships from the record; rigorous inspections,” explained, among others, the director of the merchant marine.

The Panamanian flag “is not a maritime franchise like other records, which do not have the support of a country”, and its Panamanian ship registration “is emerging as the flag of the future thanks to its new guidelines under international standards of safety, efficiency and environmental measures,” said Mulino, which makes an official visit to Japan.
