The Foreign Relations Commission of the Congress of Peru approved on Monday the motion to declare ‘Person Non Grata’ to the president of Mexico, Claudia Sheinbaum Pardo, following her support for former Peruvian president Pedro Castillo (2021-2022), imprisoned and prosecuted by the failed coup d’etat that she starred in late 2022.
With twelve votes in favor and six against, the Foreign Relations Commission of the Peruvian Congress approved in the first instance the motion, which must now be treated by the plenary for its ratification or, failing that, for its archive.
The motion was presented at the initiative of the Fujimorista congressman Ernesto Bustamante, who presides over the Parliamentary Commission of Foreign Relations, as well as the Fujimorista Patricia Juárez and the right -wing María del Carmen Alva.
According to the proponents, Sheinbaum “showed a hostile behavior towards Peru since he assumed his position in October 2024, by ignoring the constitutional succession after the vacancy (presidential dismissal) of Pedro Castillo and when referring to him as ‘legitimate president of Peru’”.

Bustamante said that Sheinbaum’s statements, where he requested Castillo’s release after recently meting with a lawyer who carries the international legal defense of the former governor, constitute a grievance to the Peruvian institutionality, according to a statement from the Congress of Peru.
“The motion is in punishment to Mrs. Claudia Sheinbaum, her high and offensive statements for Peru and for constitutionality and respect for institutions,” said the parliamentarian of the Fujimorist Fuerza Popular Party.
Along the same lines, Alva stressed that the measure is not intended to affect the Mexican people, but to defend national sovereignty.
“This is not an act against the Mexican people who unite a history and friendship, but a legitimate defense of national dignity. Peru demands respect for its sovereignty and its institutions. We cannot allow a coup d’etat attempt to be minimized or distorted our democracy,” he emphasized.
On the other hand, leftist congressman Álex Flores considered that Sheinbaum’s expressions should be interpreted as personal opinions and not as acts of interference.
The trial against Pedro Castillo
Castillo faces a trial for rebellion for the coup attempt of December 7, 2022, in which the then president announced in a televised message his intention to dissolve the Congress, intervene in the judiciary and govern by decrees, given the possibility that that same day the legislative voted a motion to dismiss it.
However, once his message was over, the Head of State was dismissed by Congress and detained when he apparently headed to take refuge in the Mexico Embassy in Lima. Since then he remains in preventive detention waiting for the trial to end, where the Prosecutor’s Office asks for a penalty of 34 years in jail.
These events led to Mexico and Peru to break their diplomatic relations, especially after the arrival at the Headquarters of the State of the Vice President of Castillo, Dina Boluarte, who remains in power with the support in the congress of a group of conservative forces, most of them right.
Since then, the Congress of Peru has declared a person not pleasant to left -wing political leaders who have demonstrated against the Boluarte government and favor of Castillo, as has happened with the former Bolivian president Evo Morales and with the current president of Colombia, Gustavo Petro.
