The Polytechnic Foundation formally presented criminal and civil complaints before the Attorney General’s Office of the Republic against the general director of the National Polytechnic Institute (IPN), Arturo Reyes Sandoval, for possible crimes of embezzlement, influence peddling and illicit use of powers, according to a statement from the civil association.

Claudia Roberta Paniagua, executive director of the organization, reported that the complaints derive from irregularities, non-compliance and arbitrary provisions that the official had imposed unilaterally, affecting the functioning, assets and operations of the organization, and that could even lead to fraud in the use of economic resources and contributions.

He explained that on July 4, the director of the IPN ordered in a “defective, unilateral manner and without any legal formality,” the termination of the General Collaboration Agreement with the foundation.

He stated that this action, in addition to authoritatively ignoring the relationship between the parties, “harms our corporate purpose as an association.”

He accused Reyes Sandoval of promoting, through influence peddling and illicit use of powers, the creation of an association called “Corazón Guinda y Blanco”, whose board of trustees lacks authorization as a donee, usurping the Politécnico Foundation.

“Institute staff have fraudulently requested donations, making donors believe that we are the same Association,” he indicated.

Roberta Paniagua explained that the foundation recently received three letters from the School of Nursing and Midwifery, the director of the Center for Scientific and Technological Studies 14 and one more from the director of the Center for Scientific and Technological Studies 4, among which it was fraudulently requested and in contravention of the statutes of the foundation, as well as the General Collaboration Agreement, that financial resources be sent to a bank account of “Corazón Cherry and White.”

He commented that through an arbitrary request that contravenes the Collaboration Agreement, Reyes Sandoval also asked BBVA to cancel the use of the “IPN Card”, a financial product through which, with the “rebate or refund”, the association’s corporate purpose of granting donations in equipment, facilities and scholarships for the benefit of the student community was fulfilled.

IPN suspends its Secretary of Administration

The IPN reported this Tuesday that it suspended its Secretary of Administration, Javier Tapia Santoyo, since November 29, after the Anti-Corruption and Good Government Secretariat requested the application of immediate measures while investigations against him progress.

The suspension was announced through an information card. The IPN indicated that the instruction was sent by the general director, Arturo Reyes Sandoval, to Attorney General Marx Yazalde Ortiz Correa.

The IPN indicated that the staff of the Secretariat of Administration must provide all the information required by the Anti-Corruption and Good Government Secretariat for the ongoing investigation.

In the official message it was highlighted that the Polytechnic is “guarantor of transparency, honorability and accountability”, and that it will always prioritize the interests of the institutional community.

According to El Universal, Tapia Santoyo is being investigated for alleged irregularities committed during his time at the ISSSTE, where he participated in the awarding of contracts to ghost companies for more than one billion pesos.

According to that medium, several weeks ago the official was reported to the Superior Audit of the Federation (ASF) for alleged illicit enrichment, among other allegations, which motivated the Anti-Corruption and Good Government Secretariat to request his dismissal.

The process remains open while the corresponding authorities carry out the review of the contracts, links and procedures operated by Tapia Santoyo during his time at the ISSSTE and his management within the IPN.
