Mexico City, (EFE) .- The Government of Mexico published on Thursday the road map to make the consolidated purchase of medicines and supplies for public health institutions in 2027 and 2028.

The publication in the Official Gazette of the Federation (DOF) establishes a detailed calendar for institutions such as the Mexican Social Security Institute (IMSS), the Institute of Social Security and Services of State Workers (ISSSTE) and federal hospitals to deliver their requirements and demands.

The process begins on September 1, 2025, with the diagnosis of needs by the Ministry of Health.

The demands must be presented by the public institutions of the health sector at the latest on November 30.

After reviewing the applications, the demands must be sent to the Laboratory of Biological and Reagents of Mexico (Birmex) no later than January 31, 2026, so that the parastatal proceeds to a market investigation.

To advance the aforementioned verification, Birmex will have as its maximum term on March 16, 2026, “considering the technical requirements and annexes, in terms of the guidelines that said majority state participation company issues for such purposes,” says the document.

In addition, the publication indicates that all stages of hiring must be made through the Purchasmx digital platform, which will concentrate information on suppliers, tenders and awards.

This measure seeks to consolidate a more transparent and traceability system, to avoid opacity in the processes.

According to ‘the general guidelines for the planning of the consolidated contracting procedure of medicines and other health supplies’, its purpose is to “guarantee the best hiring conditions for the Government of Mexico.”

The agreement also highlights the intention of the Mexican government to promote economic competence in public purchases, promoting the participation of more than one supplier for medication, simultaneous supply and review of both national and international suppliers.

“Ensure that more than one provider is counted for the same health input, in order to promote economic competition, the best conditions for the Government of Mexico and, where appropriate, the simultaneous supply,” states the official text.

The process also emphasizes that it will be mandatory to verify that the participants are not sanctioned or disabled and that the public records of suppliers must be kept updated.

With this measure, the Anti -Corruption Secretariat reinforces its role as a regulatory authority regarding public hiring, after the reform of the Procurement Law published in April 2025, which granted exclusive powers to issue guidelines, authorize consolidated purchases and supervise its execution.

Federal authorities expect this new scheme not only to avoid the shortage crises of the past, but also promote cleaner, competitive and efficient hiring practices for the benefit of the public health system, after a rearrangement of the state administration.
