In a statement, the NGO warned that the Government of Claudia Sheinbaum “presumes” a 25.8% reduction in the national homicide at the national level “using data”, comparing figures at the end of May with data from September 2024.
“However, that official narrative does not reflect the reality about homicidal violence in Mexico,” he said.
He argued that “the homicide figures do not capture the institutional weaknesses of police and prosecutors to identify and register bodies and, much less, the tactics of organized crime to disappear corpses.”
In addition, the organization informs that by making “methodologically valid” annual comparisons, it is possible to observe an interannual decrease in malicious homicides from January to May 2025, compared to the same period of 2024, but only in 13.4%.
However, he warned that missing and not located people increased by 18%, and victims of other crimes against life and body integrity increased 2.6%.
He pointed out that “these unusual behaviors began to register since the last six -year period” of President Andrés Manuel López Obrador.
“In that period, malicious homicides began to register a reduction, while other phenomena, such as the disappearance of corpses by organized crime, or deficiencies in the murder records, began an upward trend,” said Mexico evaluates.

The entities with the highest rates of homicidal violence per 10,000 inhabitants are Baja California (59), Sinaloa (54), Morelos (53), Tabasco (45) and Quintana Roo (44,2).
While the entities with the greatest increase in the homicidal violence rate between January and May 2025, compared to 2024, were Sinaloa (67.2%), Mexico City (67.2%), Nayarit (23.3%), Chihuahua (20.4%) and Puebla (15.3%).
