The alliance between a subsidiary of the Industrial Consortium of Carlos Slim and the Spanish FCC obtained the award for the construction of a railway work of passengers in northern Mexico, whose work will begin on September 30, and which has a budget of almost 1.6 billion dollars, according to media reported this Thursday.
The Mexican government, through the Railway Transport Regulatory Agency (ARTF), awarded the Cicsa Consortium, Carlos Slim Grupo Carso subsidiary, and the Spanish FCC Construction, a contract for the construction and design of 111 kilometers of the passenger train from Saltillo, Coahuila, to Santa Catarina, in Nuevo León.
“It is determined as the winner of this tender, the proposition presented by Group VI formed by: CICSA Operator (…) and FCC Construction (…), with an amount of 31,843,77,596.82 pesos (about 1,592 million dollars), including 16% of the value added tax (VAT),” says the resolution.
The failure sets the start of the work as of September 30, 2025, with an execution period of 960 calendar days, and details the documents, guarantees and compliance opinions that the contractor must deliver before starting the work.

The work will be executed in Nuevo León to connect the Monterrey metropolitan area to the border with the United States.
The contract indicates that the authorities will contribute the rail for the passenger road and the contractor must supply the rest of the permanent installation materials and equipment; In addition, you must use at least 30% of local labor and privilege national steel supplies.
In order for the CICSA-FCC consortium to initiate the works, it must also submit to the authorities a guarantee of advance for 20% of the allocation corresponding to fiscal year 2025 no later than September 22.
Likewise, the contract establishes that contractor companies will receive 20% of the little more than 3,026 million pesos (about 151.3 million dollars) that the authorities have budgeted to start the works during 2025 and indicate that the other disbursements will occur in accordance with the progress and times established in a program.
