In the Institute of Studies for Democratic Transition (IETD) they made a proposal to improve Mexican democracy. If they are heard, suspicions about regression and plurality restrictions will be attached.
Save democracy. That is the purpose of the proposal of the Institute of Studies for the Democratic Transition (IETD).
Before the situation, and the risks of a regressive reform, three former presidents of the INE, José Woldenberg, Leonardo Valdés and Lorenzo Córdova, accompanied by the former electoral courses Jacqueline Peschard, María Marván, Ciro Murayama, Mauricio Merino, Rodrigo Morales and Arturo Sánchez, established the axes that can not only improve the system representative.
They are inclined to increase deputies of proportional representation, to reach 50 percent in the Chamber of Deputies, that is, 250 majority legislators and an equal number by the multinominal route.
In the Senate, on the other hand, they are inclined to the proportional representation, choosing four seats by entity, which would lead to a more in accordance with the plurality and citizen vote.
The idea is that the Senate is in charge of the appointment of the INE counselors and the electoral magistrates of the TEPJF, forcing the agreement, under minimum thresholds of 75 percent of the legislators present to approve the appointments.
They also demonstrated to maintain public resources as the main source of financing of political parties, to, among other things, avoid the use of illegal money and co -optation of criminal or oligarchic groups.
In the IETD they start that we are outside the constitutional normality since “the present legislature of the Congress of the Union was integrated thanks to a double maneuver that gave the ruling coalition an unconstitutional and illegal overrepresentation in the Chamber of Deputies and a qualified majority in the Senate reached by extortion and the threat.
Hence, a rudder is indispensable so that the next reform is the product of the broadest consensus between the political forces and not of an imposition.
If the IETD proposal is attended, the democratic drift could be contained in which the country is, clearing, incidentally, the clouds that are already outlined on the horizon.
It is in the hands of those who now govern to listen, but above all to make it clear that they really want to improve democracy and not spoil it to give way to a control scheme from the power itself.
After all, the progress of proportional representation and the choice of capable and independent authorities were constant claims of the democratic left.
In the FDIT they are characterized by making serious approaches and among its members are some of the most refined experts in electoral issues.
They are right, but they will ignore them, there are no less so far, a sign that from the National Palace are inclined to strengthen and continue the path of reforms that made possible respect to the vote and the three alternations in the Presidency of the Republic.
Perhaps, from the FDIT they call on society itself to be warned of the risks and damage of a change in the rules of the electoral game that are not backed by all participants.
