Organizations for the rights of childhood in Mexico, Guatemala, Honduras and El Salvador presented this Friday in the Mexican capital the transnational protection mechanism of children and adolescents in contexts of human mobility, which integrates proposals for girls, boys and adolescents especially those who have some immigration experience.

NGOs indicated that the mechanism seeks to promote the guarantee of human rights of childhood and migrant adolescence with an integral approach, regardless of the context in which they are found, either in transit, destiny or return.

“The flows in the trend of migration in Mexico, Guatemala, Honduras, El Salvador remains very active,” Tania Ramírez, director of the Network for the rights of childhood in Mexico (Redim), said in her participation.

Also, he pointed out, they are seeing those flows – especially after the pandemic – in Venezuela, Haiti, Colombia, Ecuador, who begin to mark migratory dynamics “and is not only looking to reach the United States,” he said.

Ramírez cited data from the Personal Migration, Registry and Identity Policy Unit (UPMR), of the Secretariat of the Interior of Mexico where it was pointed out that during 2024 138,882 foreign girls, children and adolescents in mobility in Mexico were reported (47.5% women and 52.5% men).

In addition, 108,444 events of childhood and adolescence were registered in “irregular immigration situation”.

He also pointed out that “despite his high presence in migratory flows, girls, boys and adolescents are usually treated as adult companions, without full recognition of their individuality or their rights as people.”

In search of family unification

Elena Ruiz Bejarano, Institutional Coordinator for Promotion for the Rights of Children (Ciprodeni) of Guatemala, explained that through polls in her country they have detected that “at 15 it is when girls and boys decide to leave Guatemala”, mainly because they need to improve their family’s economy or seek family unification.

In addition, “they need to feel that they have an opportunity for economic growth outside, because in Guatemala they have not been given the necessary conditions within the local economy.”

Wilmer Vasquez, director of the Coordinator of Private Institutions by girls, boys, adolescents, youth and their rights, (Coiproden) of Honduras, said that “social inequality is what forces hundreds of thousands to have to abandon our countries and look for better living conditions”, often risking their lives.

He explained that being a girl, adolescent boy or adult implies facing multiple development challenges, which they face with their families and that “social inequality has an impact on fundamental rights such as health, education, social security.”

Ana Georgina Ramos de Villalta, director of the Network for Children and Adolescents of El Salvador (RIA), recalled that the mechanism is an alternative to articulate national protection systems between countries of origin, traffic and destination.

He explained that the profile of girls, boys and adolescents with immigration experience who are participating in the process, related experiences of abuse on the route that covers origin, transit and destination, in addition to threats due to insecurities of the countries.

“In the case of El Salvador (…) to the girls for their status as a girl (many) have been threatened and had to flee by threats from the gangs.”

Villalta said that “between 30 and 40 million girls, boys and adolescents are in mobility worldwide. This represents 14.6% of the total migrant population.”

The act pointed out that the measures promoted by the president of the United States, Donald Trump, such as raids, accelerated deportations and cancellation of the CBP -one application, put at high risk of migrant girls, boys and adolescents, when exposing them to arrests, family separation and unprotected processes.
