MEXICO CITY.- The Mexican Chamber of the Construction Industry (CMIC) proposed to reinvent mortgage schemes and develop urban instruments that promote the production of more achieveable housing in cities, which do not exceed 30% of the family income to decrease the phenomenon of gentrification.

Among the options raised by the agency are the mobile rent, a scheme in which the worker can move both geographically and the size of the household through a mechanism that accumulates points for the payment of income, which will eventually give the right to the purchase of the house for reversion.

To do this, he explained in a statement the College of Civil Engineers of Mexico, an instrument called Fibravit would be counted, with the considerations of an investment trust in inclusive housing real estate for workers, where the holders of the certificates of real estate participation are public and private investors.

After a period, investors give those instruments to the tenants so that they can acquire the property, through the payment of their income, in the geographical place and the size of the housing they decide.

Luis Armando Díaz-Fante Chapa, National Secretary of the CMIC, also proposed to modify the territorial planning plans of the big cities; Generate polygons or soil reserves at affordable prices and define redensification strategies that are attractive to participate in the private sector.

He also suggested simplifying procedures, giving administrative and incentive facilities for the production of affordable housing and that the times of obtaining permits for these projects are considerably reduced.

He added that it is also important to promote sustainable mobility; reduce uncontrolled urban expansion; generate and diversify schemes for the acquisition of affordable housing in large cities; give financial support for new housing aimed at vulnerable sectors; Promote the promotion of previous savings and promote financial inclusion for workers not affiliated with national housing agencies.

“Gentrification is considerably decreased with a greater supply of affordable housing. It is important that the policies that are generated for its production, include the private sector, so that the construction is attractive, profitable, and thus can be promoted in a more dynamic and accelerated way,” he proposed at a conference on Monday the also member of the XL Board of Directors of the College of Civil Engineers of Mexico (CICM).

Díaz-Fante Chapa mentioned that currently 8.9 million homes are in a housing lag, that is, they require repairs, extensions and/or improvements, in 2025 2.8 million new homes will be required, and by 2030 there will be a accumulated need of 6.6 million properties.

The member of the Mexico Engineering Academy identified six states where 50% of the housing lag is concentrated: Veracruz, Coahuila, Morelos, Oaxaca, Guerrero and Baja California.

To counteract this situation, he proposed to take advantage of urban redensification, regulate the use of digital platforms, foster rental schemes with option to buy and create a land bank.

He also called for integral planning that includes government, society, academia and technical sectors, to avoid invasions in ecological reserve areas and guarantee sustainable urban development, with a vision of the future.
