The head of government of Mexico City, Clara Brugada, presented 13 measures to regulate the transport of hazardous substances in roads, in order to ensure that citizens transit safely, after the explosion of a gas pipe that has left 31 dead until now.
The proposals cover issues such as strict speed limits, priority routes, specific circulation lanes, regulation of traffic schedules, permits, requirements and controls to vehicles that transport this type of substance, as well as fines and sanctions, among others.
In a press conference, Brugada explained that the first point consists in reducing the speed limit to 30 kilometers per hour; The second and third, the prohibition of the circulation of vehicles that transport more than 40 thousand liters of toxic materials, and the restriction of the circulation by secondary roads for those transports containing more than 10,000 liters of hydrocarbon, respectively.

While the fourth points out that vehicles that transport more than 20,000 liters of hydrocarbons can only circulate between 10:00 p.m. and 05:00 hours the next day.
The fifth point, Brugada said, prohibits the circulation of vehicles that transport hazardous substances by controlled access roads, and the sixth doubles fines for violating any arrangement related to the transport of hazardous materials.
As for the seventh point, the implementation of mobile radars is contemplated in the five road accesses of Mexico City with the aim of controlling and sanctioning vehicles that exceed the speed limit.
The obtaining of the special E12 driver’s license is also established and the Federal Government will be proposed that, in order to obtain the permit for transfer of hazardous substances, an opinion made by a verified unit is requested, while the vehicles of transfer of toxic or dangerous substances must present an opinion authorized by the Security, Energy and Environment Agency (ASEA).
In addition, random review points will be implemented to verify vehicles that transport dangerous substances and the circulation of transport or dangerous materials on controlled access roads will be prohibited.
The explosion, which for the inhabitants of Mexico City is one of the most serious in the recent history of the metropolis, occurred when a pipe with a capacity of 49,500 liters overturned and exploded on the Ignacio Zaragoza road, at the height of the Concordia bridge, in the Iztapalapa mayor’s office, on September 10.
In the total number of deaths is also the driver of the gas pipe.
