UN Secretary General calls for respect for international law after military action in Venezuela

The Secretary General of the UN, António Guterres, expressed this Monday through the Undersecretary for Political Affairs, Rosemary A. DiCarlo, his “deep concern” about the US military action in Venezuela and called on the Security Council to respect international law, which “prohibits the use of force against the territorial integrity of States.”

In addition, he expressed concern about the possible “intensification of internal instability” in Venezuela and the impact that the situation could have on the region, and urged all Venezuelan actors to participate in an “inclusive and democratic dialogue that respects human rights, the rule of law and the sovereignty of the people.”

Guterres recalled that, at the time of his intervention before the Council, the Venezuelan president, Nicolás Maduro, is detained in New York, accused along with his wife, Cilia Flores, of serious crimes by the US authorities.

On the other hand, he stressed the need to “respect international law, including the United Nations Charter, which prohibits the use of force against the territorial integrity or political independence of States.”

He also stressed that international peace depends on the commitment of all countries to comply with these standards.

The Secretary General, added DiCarlo, pointed out that the US operation affected Caracas and the states of Miranda, Aragua and La Guaira, although the exact number of victims is not yet known.

Likewise, he reviewed the Venezuelan crisis in recent years, recalling the presidential elections of July 2024, whose transparency was questioned, as well as the “serious human rights violations documented” by the Office of the High Commissioner.

Thus, he urged all Venezuelan actors to participate in an “inclusive and democratic dialogue” that respects human rights, the rule of law and the sovereignty of the people.

He also called on neighboring countries and the international community to “act with solidarity, promoting peaceful coexistence and supporting initiatives to find a non-violent solution to the crisis.”

Guterres, through the representative, emphasized that “the power of law must prevail,” and that “international law offers tools to address problems such as drug trafficking, resource disputes and human rights violations.”

Finally, he stressed that the only viable way to overcome the crisis is through respect for international standards and the global legal order.
